Built using Bookshelves, Hatches and Ice Blocks. (Only easy to make in Creative Mode)
Place the fish BEFORE the ice blocks. Unfortunately, the fish de-spawn after 5 minutes. There IS apparently a way to fix it, but I don't know how.
